There are ribbons you pull like drawstrings (think: the hood on a hoodie) to cinch the ends and middle up to make the scalloped drape like you see in the pictures. Otherwise, the way they arrive, they're almost like normal banners or tablecloths.
The problem is, the ribbons can easily slip into the channel on the banner where it's all but impossible to pull them back out. Would it have killed them to sew them up into a proper scallop drape like normal bunting? Seriously. It's like "build your own bunting" here.
I gave up after fussing for almost 30 minutes, trying to get the middle ribbon on one of them back out.
